These figures describe the distribution of multiples among videos already identified as outliers in education. They are not the percentage of all education uploads that break out. The useful comparison is education against the other 23 niches on the same basis, which is exactly what the rank column gives you.
A 23.3% breakout rate among outliers means the ceiling is reachable often enough to justify testing titles and thumbnails aggressively. In a niche like fashion, where not one tracked outlier cleared 10x, the same effort returns far less.
